Coral reefs throughout their circumtropical range are declining at an accelerating rate. Recent predictions indicate that 20% of the world’s reefs have been degraded, another 24% are under imminent risk of collapse, and if current estimates hold, by 2030, 26% of the world’s reefs will be lost (Wilkinson 2004). Recent changes to these ecosystems have included losses of apex predators, reductions of important herbivorous fishes and invertebrates, and precipitous declines in living coral cover, with many reefs now dominated by macroalgae. Causes have been described in broad sweeping terms: global climate change, over-fishing and destructive fishing, land-based sources of pollution, sedimentation, hurricanes, mass bleaching events and disease. Recognition that corals can succumb to disease was first reported in the early 1970’s. Then it was a unique observation, with relatively few isolated reports until the mid 1990’s. Today disease has spread to over 150 species of coral, reported from 65 countries throughout all of the world’s tropical oceans (WCMC Global Coral Disease Database). While disease continues to increase in frequency and distribution throughout the world, definitive causes of coral diseases have remained elusive for the most part, with reef managers not sufficiently armed to combat it.

For many years action has been taken to prevent the introduction and spread of serious fish diseases in Great Britain. In 1993 national rules were replaced by European Union wide rules designed to promote trade within the single market while safeguarding those parts of the Union with a high fish health status - such as this country. This booklet details the checks and controls which are applied to prevent the spread of disease outbreaks in this country. One can see that different rules apply to different diseases, generally reflecting the severity and other characteristics of the disease. The booklet also tries to explain the diseases and helps to recognise symptoms. This booklet is split into three parts: Part 1 gives an overview of the controls; Part 2 gives details for each of the diseases; and Part 3 gives advice on some of the precautions you can take to guard against the spread of disease.

Transfers and introductions of marine species have occurred and are occurring on a worldwide basis, largely in response to perceived needs of expanding aquaculture industries. Greatest interest is in salmon (cage rearing and ocean ranching), shrimp, and bivalve mollusks, although other organisms are being considered. Such movements of animals carry an associated risk of moving pathogens into areas where they did not occur previously, possibly resulting in infections in native species. Many case histories of the effects of introduced pathogens and parasites now exist-enough to suggest that national and international action is necessary. Viral pathogens of shrimp and salmon, as well as protozoan parasites of mollusks and nematode parasites of eels, have entered complex "transfer networks" developed by humans, and have been transported globally with their hosts in several well-documented instances. Examining the records of transfers and introductions of marine species, incomplete as they are, permits the statement of emerging principles-foremost of which is that severe disease outbreaks can result from inadequately controlled or uncontrolled movements of marine animals.

Shallow coral reefs in the IndoPacific contain the highest diversity of marine organisms in the world, with approximately 1500 described species of fish, over 500 species of scleractinian corals, and an estimated 1-10 million organisms yet to be characterized (Reaka-Kudla et al. 1994). These centers of marine biodiversity are facing significant, multiple threats to reef community and habitat structure and function, resulting in local to wide-scale regional damage. Wilkinson (2004) characterized the major pressures as including (1) global climate change, (2) diseases, plagues and invasive species, (3) direct human pressures, (4) poor governance and lack of political will, and (5) international action or inaction. Signs that the natural plasticity of reef ecosystems has been exceeded in many areas from the effects of environmental (e.g., global climate change) and anthropogenic (e.g., land use, pollution) stressors is evidenced by the loss of 20% of the world’s coral reefs (Wilkinson 2004). Predictions are that another 24% (Wilkinson 2006) are under imminent risk of collapse and an additional 26% are under a longer term threat from reduced fitness, disease outbreaks, and increased mortality. These predictions indicate that the current list of approximately 30-40 fatal diseases impacting corals will expand as will the frequency and extent of “coral bleaching” (Waddell 2005; Wilkinson 2004). Disease and corallivore outbreaks, in combination with multiple, concomitant human disturbances are compromising corals and coral reef communities to the point where their ability to rebound from natural disturbances is being lost.

This is the report from the Eden and District Fisheries Advisory Committee meeting, which was held on the 4th April, 1978. It covers information on fisheries income and expenditure, net licence duties and a fishery dispute in the Solway Firth. It also includes the report by the area fisheries officer on river conditions and fishing, and Holmwrangle hatchery which include sections on disease outbreaks, movements of fish and stock lists. Included in this report is also fish disease, biological work and a brief note on the spotting of Cormorants on the Eden and the worry about the effect this will have on shoals of smolts. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

Macrobrachiurn rosenbergii is one of the widely cultured freshwater prawn species globally. India was the third largest producer of this species in 2007 and its aquaculture production rose to 43,000 metric tons (t) in 2005 froin less than 500 t in 1995. However, since then production has been declining and in 2008-09 it was 12,856 t, a reduction of more than 70% compared to 2005. There are several contributing factors to this decline, such as slow growth rate, poor survival, disease outbreaks, increase in cost of production, and availability of low risk alternative fish species. However, there is a consensus that poor seed quality leading to unsatisfactory growth and survival rates in ponds is one of the major reasons. Hence, the development of a systematic selective breeding program aimed at improving growth rate and ensuring high survival rate of this species was deemed a high priority. The Central Institute of Freshwater Aquaculture (CIFA), Bhubaneswar, India in collaboration with the WorldFish Center, Malaysia initiated a selective breeding program for this species in 2007.

The inadequate planning and inefficient management of coastal aquaculture has resulted into serious socioeconomic consequences. These are the displacement of rural communities which traditionally depended on mangroves due to large-scale mangrove conversion for shrimp and fish farming, land subsidence caused by excessive pumping of groundwater for use in aquaculture, financial losses due to disease outbreaks, and public health consequences due to red tide. In order to maximize the socioeconomic benefits of coastal aquaculture the adoption of the principles of sustainable development is recommended. Sustainable development is the management and conservation of natural resource base and the orientation of technological and institutional change in such a manner to ensure the attainment and continued satisfaction of human needs for present and future generations.

A brief discussion is presented on epizootics and their containment in the aquaculture industry, in the form of a question-and-answer interview. Particular reference is made to activities carried out by the OIE (Office International des Epizooties), whose main activities include the provision of guidelines and standards for health protection applicable to international trade in live animals and their products. It has devised an early warning system to apprise its member countries of the occurence of disease outbreaks that would have serious repercussions on public health or the economics of animal products. A review article discussing the degree of susceptibility of fish to outbreaks of disease and whether, besides from changes in the physical and chemical characteristics of the environment, this susceptibility is instrumental in determining whether or not pathogenic challenge results in disease. The article summarises a decade of work on this subject at the Windermere laboratory of the Freshwater Biological Association and suggests possible directions for future research. The article covers experimental design, effects of environmental stress (including discussion on the hypothalamic-pituitary-interrenal (HPI) axis in salmonid fish), sexual maturation, research areas for future development and evolutionary considerations. The health and continued existence of coral reef ecosystems are threatened by an increasing array of environmental and anthropogenic impacts. Coral disease is one of the prominent causes of increased mortality among reefs globally, particularly in the Caribbean. Although over 40 different coral diseases and syndromes have been reported worldwide, only a few etiological agents have been confirmed; most pathogens remain unknown and the dynamics of disease transmission, pathogenicity and mortality are not understood. Causal relationships have been documented for only a few of the coral diseases, while new syndromes continue to emerge. Extensive field observations by coral biologists have provided substantial documentation of a plethora of new pathologies, but our understanding, however, has been limited to descriptions of gross lesions with names reflecting these observations (e.g., black band, white band, dark spot). To determine etiology, we must equip coral diseases scientists with basic biomedical knowledge and specialized training in areas such as histology, cell biology and pathology. Only through combining descriptive science with mechanistic science and employing the synthesis epizootiology provides will we be able to gain insight into causation and become equipped to handle the pending crisis. One of the critical challenges faced by coral disease researchers is to establish a framework to systematically study coral pathologies drawing from the field of diagnostic medicine and pathology and using generally accepted nomenclature. This process began in April 2004, with a workshop titled Coral Disease and Health Workshop: Developing Diagnostic Criteria co-convened by the Coral Disease and Health Consortium (CDHC), a working group organized under the auspices of the U.S. Coral Reef Task Force, and the International Registry for Coral Pathology (IRCP). The workshop was hosted by the U.S. Geological Survey, National Wildlife Health Center (NWHC) in Madison, Wisconsin and was focused on gross morphology and disease signs observed in the field. A resounding recommendation from the histopathologists participating in the workshop was the urgent need to develop diagnostic criteria that are suitable to move from gross observations to morphological diagnoses based on evaluation of microscopic anatomy. Seventy percent of the world's catch of fish and fishery products is consumed as food. Fish and shellfish products represent 15.6 percent of animal protein supply and 5.6 percent of total protein supply on a worldwide basis. Developing countries account for almost 50 percent of global fish exports. Seafood-borne disease or illness outbreaks affect consumers both physically and financially, and create regulatory problems for both importing and exporting countries. Seafood safety as a commodity cannot be purchased in the marketplace and government intervenes to regulate the safety and quality of seafood. Theoretical issues and data limitations create problems in estimating what consumers will pay for seafood safety and quality. The costs and benefits of seafood safety must be considered at all levels, including the fishers, fish farmers, input suppliers to fishing, processing and trade, seafood processors, seafood distributors, consumers and government. Hazard Analysis Critical Control Point (HACCP) programmes are being implemented on a worldwide basis for seafood. Studies have been completed to estimate the cost of HACCP in various shrimp, fish and shellfish plants in the United States, and are underway for some seafood plants in the United Kingdom, Canada and Africa. Major developments within the last two decades have created a set of complex trading situations for seafood. Current events indicate that seafood safety and quality can be used as non-tariff barriers to free trade. Research priorities necessary to estimate the economic value and impacts of achieving safer seafood are outlined at the consumer, seafood production and processing, trade and government levels. The United States and Japanese counterpart panels on aquaculture were formed in 1969 under the United States-Japan Cooperative Program in Natural Resources (UJNR). The panels currently include specialists drawn from the federal departments most concerned with aquaculture. Charged with exploring and developing bilateral cooperation, the panels have focused their efforts on exchanging information related to aquaculture which could be of benefit to both countries. The UJNR was begun during the Third Cabinet-Level Meeting of the Joint United States-Japan Committee on Trade and Economic Affairs in January 1964, In addition to aquaculture, current subjects in the program include desalination of seawater, toxic microorganisms, air pollution, energy, forage crops, national park management, mycoplasmosis, wind and seismic effects, protein resources, forestry, and several joint panels and committees in marine resources research, development, and utilization. Accomplishments include increased communication and cooperation among technical specialists; exchanges of information, data, and research findings; annual meetings of the panels, a policy-coordinative body; administrative staff meetings; exchanges of equipment, materials, and samples; several major technical conferences; and beneficial effects on international relations. The work presented here represents an 18-month study to examine the relationship between environmental conditions, bacterial load in the water and bacteria levels in tissue macrophages of a range of clinically healthy freshwater fish species, farmed in a range of culture systems in Thailand and Vietnam. Preliminary assessment was made of the clinical significance of the macrophage bacterial load. The aim of this work was to improve production in fresh-water aquaculture through the control of clinical bacterial disease and subclinical infection, and to identify management practices most effective in promoting fish health. It is widely recognised that conventional culture techniques may underestimate true viable bacterial numbers by several orders of magnitude. The basis of this discrepancy is that a culture in or on media of high nutrient concentration is highly selective (either through ”nutrient shock” or failure to provide vital co-factors) and decreases apparent diversity; thus it is unrepresentative of the natural community. In addition, the non-culturable but viable state (NCBV) is a strategy adopted by some bacteria as a response to environmental stress. The basis for the non-culturable state is that cells placed in conditions present in the environment cannot be recultured but can be shown to maintain their viability. Consequently, these cells would not be detected by standard water quality techniques that are based on culture. In the case of pathogens, it may explain outbreaks of disease in populations that have not come into contact with the pathogen. However, the NCBV state is difficult to attribute, due to the failure to distinguish between NCBV and non-viable cells. This article will describe experiences with the fish pathogen Aeromonas salmonicida subsp. salmonicida and the application of molecular techniques for its detection and physiological analysis.

Tap water is not sterile; it contains organisms which grow in water distribution systems or inside taps and their fittings. The absence of known pathogenic bacteria is assured by the absence of the indicator organisms but concerns have been raised in the past few years that drinking water fulfilling the standards laid down in the EC Directive ECC 80/778 may still cause disease. These concerns have arisen from several sources: the fact that a cause has been identified in only half of all suspected waterborne outbreaks of disease; reports have suggested that heterotrophic bacteria possessing single pathogenic mechanisms such as haemolysin may cause disease; reports of heterotrophic organisms causing water contact diseases in hospitals. These concerns led to a reappraisal of the pathogenic potential of heteretrophic bacteria, by carrying out an extensive literature search and review commissioned by the UK Water Research Company. This research identified many papers showing an association between drinking water and heterotrophic bacteria but only very few reports of suspected waterborne disease associated with the heterotrophs. The organisms demonstrating potential to cause disease were species of Aeromonas and Yersinia, but typing of organisms identified in patients and isolated from the water revealed very few similarities. The potential of Aeromonas and Yersinia to cause waterborne disease is thought to be very low and the Communicable Disease Surveillance Centre database of laboratory infections due to these two genera of organisms was analysed to produce population-related incidences for each health region in England and Wales. Additionally a laboratory questionnaire revealed different levels of ascertainment of these two organisms in different laboratories of the Public Health Laboratory Service.
